"under the garb" - Google Search
I use "under the guise" and not "under the garb." I guess most people do b/c "under the guise" generates almost 2 million google hits while "under the garb" generates 36,000.
At any rate, the use of "under the garb" metaphor seemed particularly jarring as applied by our No. 1 favourite newspaper today: "A controversy has erupted over a Dubai-based women’s Adult Education Centre hiring male teachers under the garb that they were more experienced and competent. . . ."

I think either would be a poor choice of expression in the context quoted.
I have never, ever heard the expression "under the garb" - is it some regional variant?
I think its a common expression used in "Hinglish": Indian English.
If you notice the first few google hits, they r all related to Indian authors, sites or organizations.
The majority of KT editors are from India.
Oh another new blog thingy! i will come back later to make my opinions.

UAE falls in WEF rankings

The UAE slipped from 17 to 18 in the World Economic Forum's Global Competitiveness Report 2005-2006, due to its performance in technology and property rights. It was ranked 112th out of 117 for internet competition, because of its monopolistic telco environment. Low spending on research and development, and low enrolment in tertiary education were also criticised.
hi moryarti, I went to see Four Brothers! it was really a great movie... i was on the edge on the chair.
there were a lot of young local dudes but the cinema was all quite nobody was talking! everybody was enjoying the movie.
its a must see movie!
