to be fair, the majority of web designers in the UAE are pretty untalented, *lack creativity* and are on the whole, well below par on a global stage. have you been to the UAE web awards? the vast majority of entries that actually won were shockingly ugly and badly designed. so why look to the UAE? go global.
Anon - I tend to agree with you on this - however it's great to be able to visit one on one to some ones office to work visually together at the same time and real time discuss the project...
That said - I'm thinking India for quality website architecture for reasonable cost and only a couple of hours away on a plane for meetings...
Anyways - was curious as to the local talent pool....
Anonymous @ 15:57 is 100% right. Don't restrict yourself to Dubai-based stuff. Sign up to mailing lists - prototype, YUI, jquery, etc. Get an RSS reader and subscribe to news feeds, & read them everyday.
I'm a Web /Developer/ based here, and I can vouch for the crappiness of UAE's websites. 90% of them don't comply with the latest standards, and a majority of them are targeted to IE Only.
If you're looking for a job or even looking for people to _hire_, then sign up to www.linkedin.com and do a search.

well - it's a bit of a question only, wasn't sure if it was relevant to leave for posterity on the blog...
Nothing sinister...
